The start day is never counted. If you start on a weekend or holiday, counting begins on the next business day. Federal holidays follow 5 U.S.C. 6103: a holiday on a Saturday is observed on the Friday before and one on a Sunday on the Monday after. Juneteenth is included from 2021. Banks, courts, states and employers may observe other days, so treat the result as a federal-calendar answer. Counting only weekdays overstates the number of working days in any period that contains a holiday. Over a full year the federal calendar removes 10 or 11 weekdays. This is why a 30-business-day period is usually 42 to 44 calendar days rather than 42 exactly, and why a contract that says business days needs a holiday-aware count.
